Jack Hill was an actor and stunt man who mainly played bit parts for the Hal Roach Studios, including many Laurel and Hardy films.

I believe that this is Jack Hill. The blurry mass on the left is the mud being thrown at his face.

Jack Hill is on the far left, with Moe Howard, Larry Fine, Curly Howard and John Ince in a Three Stooges comedy short.
