Jack Hill is behind Oliver Hardy.

Jack can also be seen later in the film as one of the diners.

Should Married Men Go Home? (1928) as Golfer Hit by Mud (uncredited)

I believe that this is Jack Hill. The blurry mass on the left is the mud being thrown at his face.
